Thank you for the inquiry. Yes this will fit both California and Federal emissions vehicles however this is not CARB certified so it will not pass inspection in CA, NY, or ME. This cannot be sent to either of these states either. Please let us know if you have any additional questions.

This is the front converter for non-California cars. The manifold and converter are one single piece. It's between the firewall and motor inside the engine compartment. The manifold obviously connecting directly to the top of the engine.

The catalyst doesn't erase the code. You'll need a scan tool to erase the code. If the catalyst is the actual issue, then the code should not reappear.
