Yes. Bolts and seals are included.

Do they come with the gaskets?

Yes, but I didn't use them. I used a little better gasket that came with the gasket kit with the engine I purchased.

The valve cover set fits perfect. The set includes new mounting bolts, rubber grommets, and the cover gaskets. The exposed outside of the covers also has a nice painted silver finish.
