The recommended light bulb kit did not include the needed bulbs.

The headlight bulbs were fine, but the 2 additional small bulbs were not even needed in the headlight assemblies, and I had to buy the needed turn indicator bulbs.

Assemblies include test bulbs that should be replaced before installation.

Yes they do have bulbs,(test bulbs) and they do work. But I did replace them before installing the lights, I wasn't sure how long they would work.
