Does the compressor and accumulator come prefilled with the pag oil?

The compressor came with 3ozs of oil in it and the accumulator had no oil in it the kit comes with a bottle of oil that you can add some to the accumulator then check the instructions on how much more you need to add.

The dryer had no oil and the compressor has a tag on it which tells you how much and what kind of oil was pre-added. The one I got had a pink tag that had 3_oz of PAG oil added to it.
